Australian STC + Federal Battery Booster: How to Claim in 2026
Small-scale Technology Certificates (STCs)
The federal Small-scale Renewable Energy Scheme (SRES) provides STCs for residential solar installations up to 100 kW. STCs are tradeable certificates โ one STC represents 1 MWh of expected generation over the deeming period.
The deeming period started at 15 years and reduces by one year each January 1, hitting zero on December 31, 2030. In 2026, the deeming period is 6 years. The STC value at market is capped at $40 each (the Clearing House price); typical trading is $36โ$40.
For a 6.6 kW system installed in early 2026:
- STCs โ 6.6 kW ร ~1.4 STCs/kW/year ร 6 years = ~55 STCs
- Value โ 55 ร $37 = ~$2,035
- Applied at point of sale by your installer
The exact STC count depends on your zone (Australia is divided into four solar zones; Zone 3 covers most populated areas including Melbourne, Sydney, Brisbane, Adelaide). The CER STC calculator gives you the precise number.
Federal Cheaper Home Batteries program
Launched July 1, 2025, this is the most significant change to Australian residential solar economics since the original SRES. Eligible home batteries (5โ50 kWh capacity) receive a ~30% upfront discount, calculated per usable kWh.
Eligibility:
- Battery on the Clean Energy Council (CEC) Approved Battery List for this program
- Installation by CEC-accredited installer
- System sized between 5 and 50 kWh usable capacity
- One discount per household
- Applied at point of sale (the installer handles paperwork)
The program is administered through the existing SRES infrastructure, which means the same accredited-installer requirement applies. DIY battery installation does not qualify.
State rebates that stack
Victoria โ Solar Victoria
Solar Homes program offers a $1,400 rebate on PV systems plus a $1,400 interest-free loan. Battery rebate of $4,650 plus interest-free loan up to $8,800. Eligibility: owner-occupier, household income under $210,000, property valued under $3 million.
NSW โ Empowering Homes
Interest-free loan up to $14,000 for battery + solar installations or battery-only retrofits. Eligibility: household income under $180,000, property in eligible postcodes. The federal Battery Booster discount applies in addition.
South Australia โ Home Battery Scheme + ITP
SA HBS provides a per-kWh subsidy on battery systems plus interest-free finance via PowerPal partnerships. Combined with the federal Battery Booster, SA installs frequently hit the highest total stack of any state.
Queensland โ Battery Booster
QLD has its own Battery Booster (separate from federal) โ up to $4,000 rebate on home batteries for homes earning under $180,000. Combines with federal program.
Other states
ACT (Sustainable Household Scheme), Northern Territory (HBS), Tasmania (Energy Saver Loan Scheme) all have varying battery / solar incentive programs. WA has no statewide battery program but Synergy network has time-of-use tariffs that favour storage. Most state programs changed in 2025 in anticipation of the federal Battery Booster โ confirm current details before signing.
Tariff structure matters more than ever
Feed-in tariffs (FiTs) โ what your retailer pays for exported solar โ have been falling across Australia. As of 2026, common rates:
- VIC minimum FiT (Essential Services Commission): 4.9c/kWh
- NSW retailer FiTs: 4โ7c/kWh range
- QLD retailer FiTs: 4โ10c/kWh range
- SA: 4โ10c/kWh depending on retailer
Retail electricity prices typically run 28โ35c/kWh. The gap (the "solar arbitrage") is what storage captures. Pre-Battery-Booster, the storage arbitrage payback was 8โ12 years. With Battery Booster discount applied, it's now 5โ7 years for most installs โ making storage attach economically obvious for new installs.
Step-by-step claim process
- Get 3 installer quotes from Clean Energy Council accredited retailers. Verify accreditation on the CEC website. Compare quoted system size, panel/inverter/battery models, and the explicit STC value applied.
- Confirm equipment is on CEC Approved Lists (panels, inverters, batteries separately for AS/NZS 4777.2 + Approved Battery List).
- Sign with your chosen installer. The installer handles STC paperwork via the Clean Energy Regulator's Renewable Energy Certificate (REC) Registry, plus the federal Battery Booster paperwork via the same channel.
- Apply for state rebates separately. Solar Victoria has its own portal; NSW Empowering Homes routes through specific lender partners; QLD via QldERA. State programs differ in whether the installer or homeowner files the paperwork.
- Permits and grid connection are handled by your installer. AS/NZS 5033 covers PV install practice; AS/NZS 3000 covers electrical wiring; AS/NZS 4777.2 covers inverter grid-tie. All inspections and permission-to-operate are installer-managed.
- Final invoice shows STC discount and Battery Booster discount as line-item deductions. The retail price minus those is your out-of-pocket (before any state rebate that may flow back to you separately).
Watch-outs
- STC value drops every year. Installing in 2026 (6-year deeming) is materially better than 2027 (5-year). The scheme ends 2030.
- Federal Battery Booster has a per-household cap โ claim once.
- Solar Victoria has eligibility income tests. Household income above $210,000 disqualifies; property value above $3 million disqualifies. Confirm before quoting.
- Installer quality matters more than headline price. CEC accreditation is a minimum bar, not a quality guarantee. Cheap-end installs (sub-$1.00/W installed) often cut corners on cable runs, isolators, and labelling.
- Stack carefully โ not all programs stack. Some state rebates explicitly exclude federal Battery Booster recipients (rare but verify). Read the fine print.
The bottom line: 2026 is one of the best years to install in Australia.
The Federal Battery Booster is new (post-July-2025), STC deeming is still at 6 years, state rebates remain active, and electricity prices keep climbing. The window for the most generous total subsidy is 2026โ2027. By 2028 STC value is materially lower, and state programs may tighten as federal coverage expands. Get quotes; verify CEC accreditation; size for your actual usage and roof; install before the next deeming-period step-down on January 1, 2027.
